How did the Dollar flourished this spring, amid financial markets panic?

80 days have passed and now the European exchange rates are the same as they were on 30 April. Since then, the Dollar has reached historical values.

The question is what is the difference between East-European countries (Poland, Hungary and Romania) which have chosen different paths, but have the same evolution of their currency.
